Enterprise Agile Transformation for the Welfare Sector
Overview
Incremental and sustainable agile transformation journey: spreading an agile culture and co-creating a tailored operating model.
Background
The client’s core need was to align strategy and operations across all organizational levels, improving communication between departments and coordinating hybrid and agile teams throughout the transformation journey. The ambition was to equip the organization with concrete governance tools by adopting a Lean Portfolio Management process to reduce waste and maximize value, while fostering a widespread cultural shift and turning the agile mindset into a real driver of transformation.
Challenge
The organization was characterized by fragmented decision-making processes, limited visibility into the value generated by initiatives, and reactive prioritization practices. The presence of organizational silos and collaboration challenges across business units made it difficult to ensure alignment and consistent ways of working.
Approach
BIP supported the client through a transformation journey structured around four main workstreams:
- Strategy: definition and cascading of three corporate OKRs, Lean Portfolio setup, and cross-department prioritization mechanisms.
- Operating Model: co-creation and adoption of the target operating model, scaled coaching, and coordination.
- Agile Delivery: launch of new Agile teams and harmonization of collaboration with existing teams.
- Culture & Communication: Change Agents network, newsletters, training sessions, and workshops to spread the agile mindset.
Delivery
Results Achieved
As a result, the organization established a structured and prioritized Lean Portfolio, cascaded OKRs across all levels, launched cross-functional teams, and progressively broke down silos through shared practices. A network of Change Agents, distributed ownership, and continuous improvement metrics adopted by teams now ensure the long-term sustainability of the transformation.
